After several years away in California, provocative chef Paul Luna (who opened and left Eclipse di Luna and Loca Luna, among others) returns to the scene with a Downtown restaurant that reflects a mellowed disposition. The dining room feels like an eccentric den where a well-traveled Bohemian acquaintance holds court. Tapas remain Luna’s metier: plump ribs glazed with balsamic vinegar and mint, simply sauteed shrimp, and ropa vieja with ricotta and roasted peppers. Dishes often cost between $3 and $4.
