Chef Doty is back in the kitchen again at the Federal, a bistro-cum-steakhouse that he and partner Lance Gummere opened in Midtown late last year. Before that, Doty had spent four years working on Yeah Burger (he has since sold it) and Bantam and Biddy, but the city missed his coarse chopped liver bound with mayonnaise and classic steak frites.
